A Practical Guide to Community Mobilization for Empowerment (CME) in Ukraine.

The purpose of the CME methodology handbook & ndash; explain in more detail the essence of CME, its benefits and possible ways of implementation. The manual is mostly intended to provide practical advice to those who directly use the CME methodology. These include activists (& quot; community mobilizers & quot;) who mobilize communities, employees and volunteers of organizations that provide support, such as NGOs, as well as members of self-help groups. Other institutions and organizations that play an important role in local self-government and development, such as community officials, law enforcement officials, and local entrepreneurs, can also use this Guide to learn about practical ways to support community mobilization.

The manual was developed by Simon Forrester, an international consultant on CME with the assistance of the Ukrainian Women's Foundation. UN Women is working with the Ukrainian Women's Foundation to apply a community mobilization methodology to empower conflict-affected areas in Ukraine to address inequality and discrimination and to involve vulnerable groups significantly in dialogue with local authorities.

Analytical Note № 26 of the Bioenergy Association of Ukraine presents a Roadmap for the development of bioenergy in Ukraine until 2050.

The need for such a document is justified by the lack of an action plan to achieve the goals for the development of the bioenergy sector by 2035, set by the current Energy Strategy of Ukraine; the lack of long-term goals and guidelines for the development of the bioenergy sector, as well as the possibility of using the materials developed in the preparation of the Roadmap for the development of other strategic documents in the field of energy. The next step is the need to detail and expand the Roadmap to the level of the Bioenergy Development Strategy of Ukraine until 2050.

GUIDE for the development of the Program for improving the efficiency of asset management in the united territorial communities

The guide is based on practical experience. 71 DOBRE partner communities have developed and adopted an Asset Management Program.

The materials of the manual will be useful for representatives of executive bodies of the council, representatives of deputy commissions, residents of the community, other persons who may be involved in the direct creation of the Program. Assessment of access to the system of free legal aid in Donetsk and Luhansk regions

Final report

The report contains the results of a study conducted to assess the level of access to the free legal aid system (BPA) in Donetsk and Luhansk oblasts.

The study focuses on the availability of the BPD system for all citizens who need it, as well as the quality of the BPD provided by the staff of the relevant institutions and private lawyers.

In addition, the study examined the ability of BPD to adapt to new challenges, as well as developed a set of recommendations for further development of the BPD system in Donetsk and Luhansk regions.

Book of e-participation solutions

The book was designed to help citizens of Luhansk and Donetsk regions understand the current opportunities they have now, as well as in the future, e-participation in community management using modern digital technologies. At the same time, a number of specific tasks were pursued due to the context of the formation of structures and processes of local self-government. One of the tasks was to identify the existing infrastructure that allows citizens to interact with the authorities of the communities on democratic principles, and to assess the relevant services that allow citizens to carry out such interaction.

In this regard, the important purpose of the Book is to inform, first of all, the public of the communities of Donetsk and Luhansk regions about the possibilities of using modern digital technologies to strengthen local democracy. At the same time, it is important that community authorities reconsider how or do not use the services that already exist.

Based on an assessment of the current state of web services, roadmaps have been developed for each community, including recommendations on strategic priorities for the transformation of the policy of involving citizens in governance until 2024.
