Ukraine - EU interparliamentary dialogue
Parliamentary Committee of the Association (PKA)
The PCA was established in accordance with Article 467 of the Association Agreement and is a format of bilateral parliamentary dialogue between Ukraine and the EU.
PCA Functions and Powers:
- forum for interaction between deputies of the Verkhovna Rada of Ukraine and the European Parliament;
- requesting the Association Council for relevant information on the implementation of the Association Agreement;
- providing recommendations to the Association Council;
- creation of relevant subcommittees;
- Awareness of the decisions and recommendations of the Association Council.
Composition and chairmanship of the PCA:
The Committee consists of an equal number of representatives of the European Parliament and the Verkhovna Rada of Ukraine (Regulations on the Ukrainian part of the Parliamentary Committee of the Association approved by the Verkhovna Rada of Ukraine №831 of June 15, 2015).
The presidency shall be held alternately by a representative of the Verkhovna Rada of Ukraine and a representative of the European Parliament, respectively.
PCA Meeting:
The order and frequency of PCA meetings are determined by its regulations.
EURONEST Parliamentary Assembly
The EURONEST Parliamentary Assembly is the parliamentary body of the Eastern Partnership between the EU and its Eastern European partners (Azerbaijan, Belarus, Armenia, Georgia, Moldova) and is a multilateral component of the European Parliament's parliamentary relations with Ukraine.
The Constituent Act of the EURONEST Parliamentary Assembly was signed in Brussels on 3 May 2011.
Development of inter-parliamentary cooperation between the Verkhovna Rada and the EP.
On July 3, 2015, as part of the visit of the President of the European Parliament M. Schultz to Ukraine, a Memorandum of Understanding was signed between the Verkhovna Rada and the European Parliament on a common framework of parliamentary support and institutional capacity building.
Such parliamentary support activities will be carried out in accordance with the national agenda of reforms and development programs of Ukraine, the priorities of the Association Agreement between Ukraine and the EU, will be consistent and will complement the EU's efforts to strengthen democracy and the rule of law in Ukraine.
