The Partnership for Peace (PfP) is a tool NATO's engagement with Partner countries, based on practicality cooperation and commitment to democratic principles.

Purpose of the Program: to promote reforms, increase stability, reduce global security threats, build strong security relations between Partner countries and NATO, as well as between the partners themselves.

The official basis of the PfP Program is the Framework a document published by the Alliance in 1994, at the same time as inviting interested countries to participate in the Program.

The document sets out the commitment of NATO member countries to conduct consultation with any partner country that sees a direct threat to its own territorial integrity, political independence or security. The partner country also provides guarantees and political commitments to uphold the principles democratic society, the principles of international law, to comply obligations under the UN Charter, the Universal Declaration of Human Rights, Helsinki Final Act and international disarmament agreements and arms control, refrain from the threat of force or use forces against other countries, respect existing borders, settle disputes by peaceful means. The country participating in the PfP Program undertakes specific commitment to promote “transparency” of national defense planning and formation of the defense budget, to establish democratic control over armed forces and increase the capacity for joint action with NATO peacekeeping and humanitarian operations.

The PfP program is implemented through participation in appropriate mechanisms Alliance.

Today Ukraine participates in the following PfP mechanisms: Process force planning and assessment (POP); Concepts of operational capabilities (COM); Politico-military framework for the participation of partners in operations with NATO-led peacekeeping; joint exercises with NATO, including numbers for crisis management; armaments cooperation, air defense, air traffic control and data exchange air situation; Individual Partnership Program (IPP); Action plans partnerships for building defense institutions; Improvement program military education (DEEP); Civil professional development program staff; Partnership trust fund policies; NATO's initiative with building transparency, integrity, openness and prevention corruption (Initiative VI); NATO's Science for Peace and Security Program; cooperation in the field of civil emergency response character.
