European Union Civil Security Sector Reform Advisory Mission

In view of Russia's military aggression against Ukraine, which led to the illegal annexation of the territory of the Autonomous Republic of Crimea in March 2014, Ukraine submitted to the European side a proposal to launch an EU monitoring / observation mission in Ukraine under the Common Security and Defense Policy. ).

On 20 March 2014, the EU Council adopted Conclusions on the situation in Ukraine, which stated, in particular, that: “The European Council requests the High Representative to urgently develop plans for the EU contribution to the OSCE Mission. 

On 22 July 2014, the EU Foreign Affairs Council decided to deploy an EU Advisory Mission for the Civil Security Sector Reform of Ukraine (EUAM Ukraine).

According to the decision, the Mission's headquarters is based in Kyiv. The Mission is funded by the EU budget and voluntary contributions from Member States and third countries. Mission mandate - 2 years.

General control over the activities of the EUMC in Ukraine is carried out by the EU Political and Security Committee, the current leadership - the Head of Mission, who was appointed on July 24, this year. Kalman Mizhei, who in 2007-2011 was the EU Special Representative for Moldova and was responsible for the EU's policy on the Transnistrian settlement.

The location and operation of the EU Mission in Ukraine is governed by the Agreement between Ukraine and the European Union on the status of the European Union Civil Security Sector Advisory Mission (EUMC in Ukraine), signed by the Minister for Foreign Affairs of Ukraine PA Klimkin and the EU High Representative on Foreign Affairs and Security Policy F. Mogherini on November 17, 2014 in Brussels.

Law of Ukraine "On Ratification of the Agreement between Ukraine and the European Union on the Status of the European Union Consultative Mission on Civil Security Sector Reform of Ukraine (EUMC in Ukraine)" was adopted by the Verkhovna Rada of Ukraine on February 4, 2015 and signed by the President of Ukraine on February 23, 2015.
