Cooperation in the field of security sector reform

Purpose of NATO-Ukraine cooperation on security and defense sector reform:

  • promoting the transformation and development of the security and defense sector of Ukraine to perform its inherent tasks both in the interests of the state and in the interests of ensuring regional and global stability and security;
  • promoting the development of the Armed Forces of Ukraine for the implementation of Ukraine's defense tasks and participation in international operations and exercises;
  • achieving interoperability of the Armed Forces of Ukraine, other components of the defense and security sector;
  • use of opportunities for defense and technical cooperation in the interests of the development of weapons of the Armed Forces of Ukraine and increase the competitiveness of the domestic defense industry in the international market.

Main areas of cooperation:

  • Political (carried out by the President of Ukraine, the Ministry of Foreign Affairs, the National Security and Defense Council).
  • Military-political (organized by the Ministry of Defense, the Office of the National Security and Defense Council and other relevant state authorities of Ukraine).
  • Military (General Staff of the Armed Forces of Ukraine, certain structures of the security sector of Ukraine).
  • Defense and technical (MOU, public sector entities involved in the implementation of defense and technical policy).

Collaboration mechanisms

Regarding military-political cooperation:

The main efforts of the AWG of the Verkhovna Rada are focused on setting priorities for cooperation and practical support from the Alliance for their implementation, ensuring the preparation and holding of meetings of the NATO-Ukraine Commission at the level of Defense Ministers, informal Ukraine-NATO consultations with Defense Ministers.

The main activities of the AWG of the Verkhovna Rada for 2015:

In order to expand the possibilities of advisory assistance to Ukraine, the Alliance has sent defense advisers.

Joint projects and activities implemented under the auspices of the AWG VR:

  1. Meeting of the NATO-Ukraine Commission at the level of Defense Ministers. They are usually held annually under the chairmanship of the NATO Secretary General on an agenda relevant to the Alliance and Ukraine.
  2. The NATO-Ukraine Joint Military Reform Group (AWG) is a working body of the NATO-Ukraine Commission (NATO) to maintain a military-political dialogue and ensure practical cooperation between Ukraine and the Alliance in the field of security and defense. The last meeting was held on December 4, 2015 in Brussels, which summed up the results of cooperation in the field of military reform in 2015.
    • Facilitating the intensification of Ukraine's military-political dialogue with NATO, including ensuring the preparation of meetings of the NATO-Ukraine Commission at the level of Defense Ministers and the operation of the crisis advisory mechanism under the Charter on a Distinctive Partnership between Ukraine and NATO;
    • maintaining the dynamics of practical cooperation with NATO achieved in 2014 and attracting advisory and logistical assistance to the Alliance and NATO member countries on further reform of the security and defense sector of Ukraine through the implementation of existing practical projects, including the completion of the Comprehensive security and defense sector review;
    • build up the combat capabilities of the Armed Forces of Ukraine and other military formations to repel armed aggression against Ukraine, including by ensuring the implementation of new NATO trust funds.
    • Alliance actions to support defense and security sector reform;
    • Professional Development Program for Civilian Personnel in the Defense and Security Sector;
    • NATO-Ukraine Civil Society Awareness Partnership Network;
    • Military Education Improvement Program;
    • NATO Initiative for Building Integrity and Transparency of Defense Institutions;
    • Ukraine's cooperation with NATO in the field of cyber defense.
  3. Participate in the Partnership for Peace International Force Planning and Assessment Process (PfP).

    Main goal: adaptation of the national defense planning system to the norms and procedures adopted in the Alliance; ensuring its transparency for other PPP countries, developing military capabilities in accordance with the requirements jointly agreed with the Alliance.

    PPOS is the main effective mechanism for assessing the readiness of forces to perform tasks in international operations, achieving interoperability and increasing the combat capabilities of the allocated forces and means of Ukraine to participate in international peacekeeping operations under the auspices of NATO, EU and UN. This is the largest joint international project of NATO, which is implemented on a permanent basis and in which the structures of the Ministry of Defense, the Armed Forces, the SES, the Ministry of Internal Affairs, the Security Service, the State Border Service, the Ministry of Finance participate.

    Planning is done in two-year cycles. The degree to which the partnership's objectives have been achieved is assessed annually by NATO certified experts during the evaluation of the implementation of the tasks of Section II "Defense and Military Issues" of the Annual National NATO-Ukraine Partnership Program.

  4. Implementation of NATO standards in the Ministry of Defense and the Armed Forces of Ukraine.

    NATO's standardization system covers all areas of defense activities, from military management procedures to logistics, armaments lifecycle management and VT (technical requirements, development, production, maintenance, repair and modernization, disposal). This is the basis for further capacity building and interoperability. NATO standards are implemented in Ukraine in accordance with the Defense Ministry's guidance documents and the Roadmap for Cooperation with the NATO Standardization Agency.

    On military cooperation.

    Military cooperation with the Alliance is regulated and carried out in accordance with the requirements of the NATO-Ukraine Annual National Cooperation Programs, the two-year Work Plans of the NATO-Ukraine Military Committee and its annual Implementation Programs, and the NATO-Ukraine Individual Partnership Program. Partnership Menu) in the framework of the Partnership for Peace and other Alliance initiatives.

    Concerning defense-technical cooperation (UTS).

    Purpose: to use NATO's capabilities in the interests of developing the weapons of the Armed Forces of Ukraine in accordance with the best world standards.

    The main forms of UTS are:

    • participation of representatives of Ukraine in the meeting of the Conference of National Armaments Directors with the participation of NATO Partner countries;
    • the work of the groups of the Conference of National Armaments Directors (NCDs);
    • studies by the Industry Advisory Group (NIAG) and the NATO Science and Technology Organization (STO);

    Joint implementation of projects within

    • The world's largest NATO / PfP Trust Fund for the Disposal of Conventional Ammunition, Small Arms and Light Weapons, PFM-1 Anti-Personnel Mines. In 2006-2011, the works of the first stage of the project were performed, within the framework of which 400 thousand units were destroyed. In May 2012, in the cities of Shostka, Grechany and Kamyanets-Podilsky, the practical implementation of the second stage of this project began.     Promising areas of UTS are:

    Participants of the courses can be servicemen (except for military service) of the Armed Forces, other components of the security and defense sector (which include military formations) who:

    • resuming cooperation within NATO's Science and Technology Organization (STO);
    • participation of representatives of enterprises of the defense-industrial complex of Ukraine in the studies of the Industrial Advisory Group (NIAG), which are open to partner countries;
    • participation of the Armed Forces of Ukraine in NATO measures to combat improvised explosive devices (IEDs) in the areas of: suppression of radio-controlled IED control channels and training of instructors and specialists in IED exploitation (according to the proposals of the Ministry of Defense, these areas are included in NATO C-IED Clearing House);
    • Participation in the work of the Air Force Armaments Group (NAFAG). Since 2000, NATO has been supporting Ukraine in implementing a Retraining Program for ex-servicemen seeking to increase their chances of employment in the civilian sphere. Since then, 9,781 people have been retrained in 65 different places in Ukraine.
    • planned to be discharged from the Armed Forces, other components of the security and defense sector (which include military formations) within a year from the date of the course;
    • resigned from the Armed Forces, other components of the security and defense sector (which include military formations) for the previous three years from the date of the course;
    • resigned from the Armed Forces, other components of the security and defense sector (which include military formations) during the previous 10 years from the date of the course, in the period from 2014 to 2017 became members of the ATO and at the beginning of the course are planned to dismissal within a year from the start date of the course or have already resigned from the ranks of the Armed Forces / departments with military formations.

All of the above categories of persons should be those who have not previously participated in the NATO-Ukraine Retraining and Social Adaptation Program, or any other Retraining and Social Adaptation Program.

Soldiers who wish to undergo retraining are entitled to one free course in language or economics.

Language training is a 400-hour intensive English language course. Training in economic disciplines is carried out in 2 and 3 month courses in the following areas and specialties (list of courses for 2018-2020):

  • marketing;
  • marketing management;
  • small business organization;
  • basics of entrepreneurship;
  • management;
  • small business management;
  • management and business administration;
  • accounting and taxation;
  • Business Course: Sales Manager;
  • security management;
  • transportation management and logistics;
  • shipowner of small vessels;
  • design;
  • computer engineering;
  • telecommunications and electronics;
  • communication and information technologies;
  • Computer Graphics and Web Design;
  • information management;
  • information technology;
  • HR management.

These courses are aimed at facilitating the process of transition of former servicemen from military to professional civilian life, increasing the level of competitive opportunities of servicemen in employment in the civilian sector, gaining professional knowledge, skills and abilities in the chosen specialty and field of training. It is planned to retrain about 800 people in 2018.
